ive been trying to get a credit card. with my bank i didnt get approved because i had applied for a discover card before. how long do i have to wait till i can get approved for one? and having to different accounts in two banks is that a good idea?

Having two accounts in two banks is fine. Applying is not. After any application, regardless of the outcome, you should wait more than a year before applying for any card. You may be rejected because you have applied within one year. After one year, it is less likely to be a problem.
